Practice 3 - Instruction:

Have you heard the saying, "A penny saved is a penny earned?" Ben Franklin made it famous. Now you often see a penny on the street, and no one will take the time to pick it up, much less save it. This editorial gives us some reasons why Franklin's maxim might be changed for the 21st century. Read the poem "When pennies make too little cents" an editorial printed in the Chicago Tribune, July 28, 1996.

Remember to:

  • You read the question before reading the editorial didn't you?
  • Focus your brain on the key words in the question so you have a spotlight out for any discussion of "responsibility" of the General Accounting Office.
  • If you read about any "responsibility" of the General Accounting Office, jot it down on a piece of paper.
  • Or take notes on the General Accounting Office each time they are mentioned. What does the editorial say about the GAO? When you have notes to refer to, it will help you make inferences about the responsibilities of the GAO. Here's a start on your notes:
